New York City Mayor Zohran Mamdani has called for an investigation into an Immigration and Customs Enforcement (ICE) agent’s shooting of a migrant in the Bronx and the New York Police Department’s response to the incident, while renewing his demand for the federal agency to end its operations in the city.The Democratic socialist mayor accused ICE of behaving more like a terrorist organisation than a law enforcement agency and said its presence was making New York less safe.“The city is still dealing with having been terrorised by a rogue federal agency,” Mamdani said during an interview with MS Now on Sunday.The controversy follows Thursday’s shooting of Oscar Belgal, a 28-year-old Dominican Republic native, who was shot in the neck while travelling in a moving vehicle with his five-year-old son in the backseat.Belgal, who was injured in a confrontation involving federal immigration agents in the Bronx, has a criminal record that includes a 2023 conviction in a grand larceny robbery case.He was also arrested in August 2025 on allegations of selling fentanyl, cocaine and heroin, according to reports. Authorities have also linked him to suspected gang activity and said he had previously terrorised neighbours with a machete.Mamdani, however, focused on the circumstances of the shooting, saying Belgal was in pain after being shot and that the incident had traumatised his young son.The mayor criticised ICE agents for firing at a moving vehicle in broad daylight, questioning their conduct during the confrontation.“It feels as if you’re looking at a mass shooter as opposed to seeing some purportedly representing a federal agency,” he said.Mamdani argued that firing at a moving vehicle carrying a five-year-old child was unacceptable and contrasted ICE’s actions with the New York Police Department’s approach.“There’s a reason why the NYPD would not be shooting at a moving vehicle,” he said, adding that New Yorkers wanted ICE operations to end across the city.The mayor has repeatedly called for ICE to be abolished and has described the agency as “rotten to its core”. Following the shooting, he said he had contacted President Donald Trump to demand that federal immigration enforcement operations in New York City be halted.Mamdani also held discussions with Trump and Homeland Security Secretary Markwayne Mullin over the incident. However, he acknowledged that the talks, which lasted about two hours, ended without an agreement.“I will not stand by while ICE agents terrorise our communities,” Mamdani said in an earlier statement.The shooting has intensified the dispute between the mayor and the Trump administration over federal immigration enforcement in New York City. Mamdani has said that ICE’s operations threaten public safety, while demanding that federal agents leave the city.
